APFL Partners is pleased to announce the appointment of Pham Viet Anh and Nguyen Cong To, both from our Ho Chi Minh City office, as of Counsel, with effect from 1 March 2026.
Pham Viet Anh has been a valued member of APFL Partners since 2010 and is a member of the Ho Chi Minh City Bar. She brings deep expertise in corporate law, mergers and acquisitions, commercial contracts inheritance, and civil transactions. Over her career, Viet Anh has advised leading international clients across sectors on complex transactions and investment projects in Vietnam, earning a reputation for strategic insight and trusted legal guidance. Holding a PhD in International Commercial Law from Université Paris-Panthéon-Assas, she also contributes to the legal profession by teaching at various Vietnamese universities and at the Master of Franco-Asian Business Law program of Université Paris-Panthéon-Assas, in Ho Chi Minh City, shaping the next generation of legal talent.
Nguyen Cong To is a seasoned lawyer in our Ho Chi Minh City office and a member of the Ho Chi Minh City Bar. Prior to joining APFL Partners, To gained broad operational and legal experience with another international law firm. At APFL Partners, he has developed strong skills in corporate and M&A work, labour and employment, and projects and energy, advising clients on both transactional and regulatory matters with a pragmatic and solutions‑oriented approach.
